President of the NYS Chapter of the League of Postmasters, and after
retirement became President of the NYS Retiree Chapter. Ed was involved
with the Boy Scouts, Viebey Sutton Post #124, the Knights of Columbus
and the St. James Church in Milton. Funds for the scholarship were built

The Frank and Helen Burger Scholarship was established through a
donation by Helen Burger to honor her late husband Frank, who was a
Postmaster and NAPUS member. When Helen passed away the award
was renamed to honor her as well. Funds were built by a $35,000 donation
from Helen Burger, raffles and donations by members. This fund must

The NY UPMA Alice Phelps Scholarship was established by a donation
from Alice Phelps, Retired Postmaster of Billings NY. Alice left a bequest of

to establish two scholarships in her name – one for graduating high school
seniors, and one for undergraduate students currently enrolled in a college
or trade school. The fund base must be maintained at $100.000, and no
more than 10% of the funds not in the base may be used for scholarships
